There hasn't been a press release or any kind of public announcement that I've seen aside from this flyer. My guess is that they are planning to order a 10th Season but will wait until the current slate of projects (movie, rest of S9) are nearer completion before doing so.
 
i for one love spongebob as it always was and cannot wait for the 2nd movie, 10th season and anything onward
