It looks like nick hired some animators from a bad neighborhood to make those episodes as opposed to rough draft. It looks like bootleg bob ghettopants
Budget was shorter when they produced Teenage Gary/Sandy's Rocket/Tea at the treehouse etc so i guess when Hooky and Mermaid Man and Barnacle Boy II came out they hired better animators
 
There's something off about Neptune's Spatula

The animaton looks really off here. I think it was produced a lot earlier then its ordered.

Spongebob's eyes can look really small sometimes in the episode.
 
I use to think, Patty Caper, Gone and Not Normal were season 5 episodes due to the animation
