Why doesn't Squidward wear pants?

Although many sea creatures choose to wear pants and clothes in general, there are so many fish who walk around naked or semi-naked that I think we can assume that clothing is a personal preference and not a social norm. Therefore, Squidward's pantslessness is perfectly acceptable.
Then why wasn't it in All That Glitters, or heck, against the law in SITKWS?
I know continuity and all that jazz (not from Utah RSF!) but uh yeah, it's just awkward to discuss this.

Considering the many broken laws that go unpunished in Bikini Bottom, I'm willing to say that clothes are "required" but not really required due to law and order.
Or maybe the town just has beef against squirrels all racist-like... idk :P

You ask why doesn't Squidward wear pants? Well, why doesn't Squilliam wear pants as well?
You've got to ask yourself that question to, like would he perfur not to spend his money on pants to?

One day we need to break away from the norm and see what Squilliam's life is like, he could do many of the things Squidward does like maybe he sunbath to or many more, although I doubt Squilliam has neighbors though. That may not be explained or shown.

Another question I have is what does his shirt cover that when exposed is considered indecent?

It's probably just cause he's considered naked without the shirt but It still doesn't make sense.

He's too classy for pants.

Maybe he's got nothing to expose?

Squidward actually does wear pants, but they match his skin tone so perfectly they aren't often visible. You can see the pocket lining when he has to take something out of them. The same goes for Plankton.

Squidward wears camouflage pants and a tan shirt to distinguish himself from Patrick, Larry, and other "dumb muscle" types who wear shorts but no shirt. He'd rather not wear pants, but carrying a purse would make him more of a laughingstock than he already is.

Because it'll look silly on him.

No, that's just cartoon logic.

No, that's just cartoon logic.

It's an explanation. You might've covered the first part of the theory, but not the second.

And anyway, according to some people, Squidward's pants-required parts are in an area where pants aren't normally found. (Source: TvTropes's Radar page for SB).

Maybe he's wearing a skin-tight, skin-colored pants? I think sometimes he tack something out of his "pocket"

Maybe because the men can get away with it while it would be awkward for the females? Like that happens a lot with cartoon characters.

The problem with the theory that he's wearing skin-tight, skin-toned pants is in one episode (Squid on Strike?) he gets a ticket when he merely rips his shirt off.

Doesn't wear pants, but is suddenly naked without his shirt. I've always wondered about that.

Still, it's simply that he's a cartoon and pants aren't needed nor would they add anything to the character's design. Same goes for Squilliam's lack of pants.

That aside, though, for theories, I don't go with the "skin tight/skin colored" pants theory, I just go with they don't wear pants. The fact that you don't SEE any naughty bits affirms for me that they don't need pants.

What actually hugs me, is not that they wear no pants, but how often SpongeBob seems to show up when Squidward's naked (bathing/showering or sleeping or whatever).. I'm shocked that Nickelodeon deems that somehow perfectly okay. The blatent ignorance of basic privacy is pretty creepy. I've always felt very sorry for Squidward having to endure that. I'd certainly flip out if someone did that to me.
