I personally picked both
Evil - Even though he's just competing with a better restaurant, he'll go overboard and come up with the most diabolical plan to succeed.
Cute - Come on, he's a tiny organism but acts like he's so much bigger. How can you not love that? He's one of those villains that's over the top, but in a good way. He has fun being evil and it makes the audience laugh along with him despite being the bad guy. Also, there are moments where we sympathize with him, even in my least favorite episode of the series, One Coarse Meal. The way Mr. Krabs drove him to suicide was just appalling, and that was written to be laughed at. On a show for children. Wow.
 
What is it with this whole "Plankton's ADORABLE" phenomenon. I don't think he's adorable at all, especially when he's being evil.

A few ugly shots doesn't detract from the overall cuteness of a character.

Plankton is not cute everytime but he is still the most adorable creature in this show. Reason? Look at "Cute Images on SB" topic. There are lots of cute Plankton pictures in that topic. (a few of them are fan art though)

I don't agree- Plankton's always Plankton, I don't think we're saying he's always cute, we're saying he's always Plankton and Plankton is just naturally... Plankton.
