Mr. Puff in the SpongeBob Movie?

As it was revealed in "Krusty Love", Mr. Puff was caught by humans and turned into a light cover. I happened to notice that in the movie, when SpongeBob and Patrick end up in Shell City, there is a pufferfish there who is also a light cover, just like Mr. Puff. Could this have been Mr. Puff, or just another pufferfish who was coincidentally also turned into a light cover.

Interesting thought.. but I've always thought of them as being different characters

They look a bit different from each other in the screenshots here... but who knows.. you might be on to something
