Was Whelk Attack supposed to be in 3D?

Call me crazy, but I'm not the only one who thinks this. I've seen it on other websites but there's no official answer. So now I ask you guys.

I recently saw Whelk Attack the other day, and everytime I see it, I notice a lot of 3D-like scenes and popping right on your screen.

I think it was probably meant to represent old 50's B movies that were shown in 3D, if I was to guess.
