I keep hearing October 23, 1975. Is that true and when do we learn this?
 
It's rumored, but there really hasn't been a source on when it was. We do know what his creation date was, though. :)
 
We might find out his birthday in the upcoming episode "Boating Buddies", because he gets his liscense taken away so we could look for his birthday on it.
 
I'd say mid-late 30's. Remember that he have been working at the Krusty Krab for a couple decades (The Original Fry Cook) Maybe he was 16 or so on those flashbacks, and those flashbacks looked like they were on the 80's, so that sums up to....well, it depends in what year the episode took place ;)
 
It's a cartoon, cartoon characters doesn't really have age, even though I believe you can say he's 9 years old because he was created in 1999 and maybe before, but that's not his age on the show because he doesn't really have one.

Yeah, I never really thought of Spongebob characters having ages.
