I honestly don't feel that the cheeks have anything to do with Spongebob looking creepy. I think it's just that dead soulless look in his eyes.

His cheeks are cute.

Yeah, that's a bit of a pet peeve of mine... in the same way that a lot of the new artists like to draw Spongebob with a droopy nose for no reason.

Again, I think it also has a lot to do with whether or not the REST of him is drawn in that really ugly stiff dead way.
The bottom one is really cute.

I'm almost entirely sure that Spongebob was designed to be as cute and huggable-looking as possible.
