Kelp or Hair?

I know i already posted a topic for this about 6 months ago. in Best Frenemies, Spongebob is shown covered in some green hairy substance. What is that supposed to be? it looks like hair, but it is a kelpshake, so it must be kelp. does anyone know?

Scientifically speaking, the Kelpshake would have some kind of chemical that was like a timebomh; at a cetain point, it would increase hair speeds by like 100x and it would be green.
