How Do "Locked" Threads/Topics Work?

Is this the right forum for this? Okay see, I am sorry to bother you guys, but I didn't know where else to turn. The FAQ couldn't help me and the rules only made it worse. I stroll on Episode Discussions a lot, and it is a fine forum and all, and I don't want you to take this the wrong way but one of the threads said it was "locked". I saw people posting, so I got really confused, anyone know anything about whatnot?
 
Some are even given a lock by Hans, though generally in the Help section, where this should’ve been posted.

Oof one of hte best ways to kill and waste time on this site: go and look at all the locked threads by lookng at the menu right above the threads themselves, clicking custom, and then show topic type "locked" ... that should explain to you best what types of topics get locked. Plus its very entertaining. Win-win!
