How can I make SpongeBob SquarePants AMV (animated music video) for YouTube?

I can think of a lot of music from video games that would fit an underwater setting like Bikini Bottom

For example, "Aquatic Ambience" from Donkey Kong Country

How can I get started creating SpongeBob AMVs for YouTube?

Do I need to get permission from Nickelodeon/Paramount and Nintendo first to use footage & music since it's copyrighted material?
 
I think you have to distort the video so that it doesn't get copyright claimed
 
Nah, you don't have to get permission. As long as you're not posting full scenes, you're semi-unlikely not to get copyright striked. If you're using a bunch of short clips, and have a filter over them or something, you probably won't get flagged lol. But...Viacom is known to be on people's butts about this kinda stuff.

i upload sb clips on youtube and the clips have to be exactly 30 seconds or less or they cant be uploaded

so that's the max amount

Is it new? I remember my friend tried to upload a video of ranking songs or something and he couldn't even though each song was less then 10 seconds
Maybe scens and songs are treatd differently?

Songs are probably easier to automatically copyright strike, at least that's my first thought.
