In the episode, "Best Frenemies" everyone drinks kelpshakes and groes some green substance. What I wonder is that stuff they are covered in supposed to be kelp, or like green fur or something?

I'm guessing it was probably some nuclear stuff that altered everyone's skin DNA. That's my best answer, the most anyone can really confirm is that it was hazardous, looking at the barrel of oozing green stuff:
