No, that's actually inaccurate. That's his origin from the original comic, it isn't canon to the show. This comic is canon to the original Teen Titans TV show, as well as the new one. The big difference is that his mother died in his accident in the original comics version, but in the show-canon comic, his mom is actually one of the ones that helps save him after the accident.

I pointed this out in the talk page of the Teen Titans Wiki and I'll let them decide if they want to change it or not. What I just said is correct to the canon, though.
