This is a rumor that started to go around in 2005, when sbmania was brand new. The whole thing started with an april fools joke. (around the same time Lord Aku took over the forums) Basically, the joke was a picture called Purple Prizes Project:

But there's more to the rumor than that. Many pictures and tutorials of him exist, but are fake. People who claimed to have found him say stuff like My camera broke and stuff like that. But a user on youtube named wwwwario got a PM from a mysterious user named Arceus2401. He claimed that HE unlocked waluigi. wwwwario said that he doesen't believe him unless he has proof. Arceus2401 says OK i'll give you proof. A couple of days later, wwwwario got 8 pictures from him. Here are some of them.

But you can tell that the picture of waluigi's painting is fake if you look closely at it. But that doesen't rule out the rest of the pictures.
Arceus2401 apparently unlocked him by doing this:
1: Lose Wario's cap in Snowman's land.
2: Take the power flowers in the mirror room in an upside down L direction.
3: Enter Wario's portrait.
4: Collect every 79 coins, grab a Wario hat and enter Chief Chilly's hole.
5: Punch and kick him until he lose coins.
6: Get around 110 coins, and a red mushroom will appear.
7: Beat Chief Chilly, and get the key while you are big.
8: Wait a few hours, take a star in Tick Tock Clock and go into the mirror room.
9: Now, there will be a Waluigi door there. Enter it to enter the Negative World
10: Fight off the Piranha Plant, and get a Waluigi key.
11: Go to the white door in the character selection room.
12: That door will now be purple, and Waluigi will be unlocked once you open the door with the key,
Nobody has unlocked him yet. People claimed his way works, but they don't have proof. Either we are doing something wrong, Arceus2401 is a smack good photoshopper, Or this isn't the real way and he wants to keep the REAL way a secret. Thats when rumors started going around that Arceus2401 unlocked him in the Japenese version. Also, some people have been sending letters to Nintendo Of Japan asking if Waluigi is there. Apparently all the responses say yes, but this hasn't been confirmed. Then there is that Purple rabbit in the instruction manual. There are Red Rabbits for Mario, Green Rabbits for Luigi and Yoshi, and Yellow Rabbits for Wario that unlock Minigames. Either this is an early version of a rabbit, It IS the waluigi rabbit, or it is just a coloring mistake, and its supposed to be a Red Rabbit. In the places in the game that have colors which resemble characters, there is always something purple. On the title screen, all the choices are colored to resemble characters. The options button is purple. Also in that place where that drawer is, the floor has spots. Green for luigi and yoshi, red for mario, and yellow for wario. But there are also PURPLE spots? That's all i have to say about the rumors and i will NEVER lose faith in unlocking him.
 
Once again, there is no video showing how to get it, it's bullcrap.

1) He closed his DSi for a "few minutes". how do you know the hacking did not take a "few minutes"?
2)Why the hell isn't there "Pirahna Plant" battle shown?
3) WHERE'S WALUIGI?!?!?!
4) It's been known that Nintendo doesn't do this *do random crap to unlock this* in their games.

And if it was real, somebody would have unlocked him by now. It's been 9 years.

I watched the whole episode.

Did you ignore all my other points?! Once again, this game has been out since November 2004. If no one has found it yet, I'm pretty sure Nintendo would have said personally Waluigi was there by now. Nintendo almost never makes their Mario games horrendously hard.
